The ratio of usage
$=20\times 10:14\times 5:3\times 15=40:14:9$
Amount owed by B = $5040\times \frac{14}{63}=1120$
Amount owed by C $=5040\times \frac{9}{63}=720$
Difference = 1120-720 = 400
