It states that a rational number in the form of a fraction xy, where x and y cannot be further divided, i.e they have no common factor among them, i.e they are co-prime and the denominator y can be expressed in the form of 2n5m will have a terminating decimal expansion.Thus, we first reduce the number. -28250 can be reduced by cancelling with the common factor 2. The resultant is -14125. Hence, 14 and 125 cannot be further divided, they are co-prime. BUT, 14 and 125 cannot be expressed in the form of 2n5m .
