Explanation:

Statement 1 is incorrect: In Champakam Dorairajan case (1951) Supreme Court struck down quota in educational institutions on account of violation of Article 29(2). In the final judgment the court held that, “ we do not find it necessary to consider the effect of Art 14 or Art 15 on the specific articles discussed above”. So the court struck down the order being inconsistent with provisions Art 29 (2).

Statement 2 is correct: As per 93rd Amendment Act, 2005 that added Article 15(5), it stated that State can make special provisions for socially and educationally backward classes, SCs & STs in educational institutions whether aided or unaided other than minority educational institutions.
