Statement 1 is correct: Provincial elections were held in British India in 1936-37 as mandated by the 1935 Act. Elections were held in 11 provinces - Madras, Central Provinces, Bihar, Orissa, United Provinces, Bombay Presidency, Assam, NWFP, Bengal, Punjab & Sindh. Congress emerged in power in 8 of the provinces - the 3 exceptions being Bengal, Punjab (Unionist Party) & Sindh.
