Solution

The correct option is C
1 and 3 only

Explanation:

Part XXI of the Indian Constitution contains special provisions to some of the states in India as compared to the rest of India.

The intention behind such provisions are as follows:

  1. To meet the aspirations of the people of backward regions of the states
  2. To protect the cultural and economic interests of the tribal people of the states
  3. To deal with the disturbed law and order condition in some parts of the states
  4. To protect the interests of the local people of the states.

There will be no special allocation of seats to these states in the Rajya Sabha. The seats in the upper house are allocated based on the population figures.
