• The programme is a market-based system where the government sets a cap on emissions and allows industries to buy and sell permits to stay below the cap.
• The whole Emission Trading Scheme programme has its basis in the polluter pays principle as there is a cap on emissions and if exceeds the polluter has to pay to buy permits.
