Democratic decentralization envisages the association of more and more people with government at all levels, national, regional, and local. It stands for people’s right to initiate their own projects for local well-being and the power to execute and operate them in an autonomous manner.

  • It is the process of devolving the functions and resources of the state from the center to the elected representatives at the lower levels so as to facilitate greater direct participation of citizens in governance.

Indian Constitution provides for a federal structure in which there is a division of power between center and state. Through the 73rd and 74th constitutional amendments, the concept of democratic decentralization has been further strengthened. The constitutional obligation to reserve at least one-third of the seats at local levels in Panchayats and municipalities has definitely increased the participation of women in the political process.
