Explanation:

1. In 1882 the British government appointed a commission under the chairmanship of W.W. Hunter to review the progress of education in the country since the Wood Despatch of 1854. Another reason for the appointment of the commission was the propaganda carried by the missionary in England that the education system of India was not carried out in accordance with the policies laid down in Wood Despatch.

2. Raleigh Commission was formed under the presidency of Sir Thomas Delhi on 27 January 1902 to enquiry into the conditions and prospective University of India and to recommend proposals for improving their constitutions and working.

3. In 1917 the Government of India appointed a commission under M. E. Sadler to study and to report on the problem of Calcutta University. While the Hunter commission report on the problem of secondary education and the University commission of 1902 mainly on the different aspects of University education, the Sadler held the reviewed entire field from school education to University education. The Sadler Commission held the view that the improvement of secondary education was a necessary condition for the improvement of University education.

4. The Hartog Committee was appointed in 1929. The quantitative increase of education inevitably led to deterioration of quality and lowering of standards. There was a considerable dissatisfaction with the educational system.
