Statement 1 is correct: The Ministry of Coal has decided to establish a ‘Sustainable Development Cell’ for environmental mitigation measures. This is being done in order to address environmental concerns during the decommissioning or closure of mines. The Cell envisages to provide a better environment to people working and residing in the vicinity of Mines.

Statement 2 is incorrect: It is an initiative of the Ministry of coal. The guidelines for mine closure was issued by the Ministry of Coal in 2012 and the idea was mooted in 2009.
