Explanation:

Statement 1 is incorrect: The framers of the Constitution did not feel it necessary to incorporate the fundamental duties of the citizens in the original constitution. Later in 1976, the 10 fundamental duties of citizens were added as Article 51A under Part IV-A of the constitution by the 42nd Amendment Act. In 2002, one more Fundamental Duty was added by the 86th Amendment Act. Hence, all the fundamental duties were not added by the 42nd Amendment Act.

Statement 2 is incorrect: Fundamental Duties were added to the constitution of India based on the recommendations of Swaran Singh Committee, not Balwant Rai Mehta committee.

Statement 3 is correct: Unlike some of the Fundamental Rights which extend to all persons whether citizens or foreigners, the Fundamental Duties are confined to citizens only and do not extend to foreigners.
