Statement 1 is incorrect: Indian Ocean Commission is not an initiative of India, but an intergovernmental body created in 1984 by 5 small Island nations. Recently India has been approved as an observer state in the IOC. The Commission has five observers — India, China, European Union (EU), Malta and International Organisation of La Francophonie (OIF). The Commission has a Secretariat which is located in Mauritius and headed by a Secretary General.
