Explanation: The idea of creation of Zonal Councils was mooted in 1956 by Jawaharlal Nehru to develop the habit of cooperative working among the states.

Statement 2 is incorrect: There are six zonal councils comprising all the States and the Union territories of India. Five councils set up originally under the States Reorganisation Act, 1956 and the sixth being North Eastern Council was set up separately later under the North Eastern Council Act, 1972 which comprises Assam, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya and Nagaland. Statement 3 is incorrect: The Union Home Minister is the Chairman of each of these Councils. The Chief Ministers of the States included in each zone act as Vice-Chairman of the Zonal Council for that zone by rotation, each holding office for a period of one year at a time.
