Q11. Rajya Sabha is sub-par compared to Lok Sabha in many perspectives, which includes:
1. Approval of ordinances
2. Approval of money bill
3. Voting on demand for grants
Select the correct answer using the codes given below.
d) 2 and 3 only
Rajya Sabha has equal powers in both – approval of ordinances and approval of national emergency. It’s in revocation of emergency that only Lok Sabha’s approval is needed. Lok Sabha had the power to vote on demand for grants, while Rajya Sabha can only discuss it. Money bills passed by the Lok Sabha are sent to the Rajya Sabha. The Rajya Sabha may not amend money bills but can recommend amendments. To make sure that Rajya Sabha doesn’t amend the bill by adding some non-money matters (known as Financial Bill), the Lok Sabha Speaker certifies the bill as a money bill before sending it to the upper house, and the decision of the Speaker is binding on both the Houses. A money bill must be returned to the Lok Sabha within 14 days or the bill is deemed to have passed both houses in the form it was originally passed by the Lok Sabha
