Q14. The discretionary powers of the President of India include
1. Sending back the advice given by the Council of Ministers and asking them to reconsider a decision that has already been made
2. Delaying assent to Bills passed by the Parliament by use of pocket veto
3. Dissolving the Lok Sabha when the government has lost confidence of the house
Select the correct answer using the codes below:
Though there is nothing called discretionary powers of the president in the constitution, the president enjoys certain circumstantial powers and the president can exercise these powers without the aid and advice of the council of ministers. It is the President’s obligation to maintain political order in our parliamentary democracy. He can dissolve the Lok Sabha when it fails to represent the will of the people.
Also the president can delay the passage of ordinary bill by not giving approval to it(Pocket veto) indefinitely. One other instance of discretionary power is when he appoints the Prime minister when no party has a clear majority in the Parliament.
