The correct option is D Neither 1 nor 2
STATEMENT 1 is incorrect as It was not formed through an Act of Parliament. On 1 January 2015, a Cabinet resolution was passed to replace the Planning Commission with the newly formed NITI ayog (National Institution for Transforming India). The Union Government of India announced the formation of NITI Aayog on 1 January 2015.

STATEMENT 2 is incorrect as It does not have the power to provide a statutory grant to states. It is a policy think tank.
