National Backward Class Commission was established as a statutory body in 1993, after the Government accepted Ramanandan Committee Report. SC in Mandal case opined that a statutory body should be established to check complaints of over and under inclusion in OBC list. Indra Sawhney v. Union of India case is popularly known as Mandal case. SC gave judgement on Article 16 (4) of the constitution in this case
