Ijarah system/Revenue-farming was introduced during the reign of the Mughal emperor Jahandar Shah. It was introduced by his powerful noble Zulfiqar Khan. It was opposite to the fixed land revenue as designed by Todar Mal. Under Ijarah system, the Government began to contract with the revenue farmers and middlemen to pay the government a fixed amount of money while they were free to collect whatever they could from the peasant. This led to increased oppression of the peasants.
