The Union Cabinet has extended the tenure of the committee set up to examine the issue of sub-categorisation of OBCs, by giving it more time till April next year to submit its report. The committee appointed by President Ramnath Kovind in October to examine the sub-categorisation for a “more equitable distribution” of quota benefits is headed by former justice G Rohini. The Committee has the responsibility to examine the extent of inequitable distribution of reservation benefits among castes and communities and work out the mechanism, criteria, norms and parameters in a scientific approach for the sub-categorisation within such OBCs. The Supreme Court in Indra Sawhney and others vs. Union of India case (1992) had observed that there is no constitutional restriction on states for categorizing OBCs as backward or more backward. SC had also observed that it is not impermissible in law if state chooses to do sub-categorization.
