The hydrogen atom has one valence electron while the oxygen atom has 6 valence electrons. In order to achieve stability the hydrogen and oxygen atom need 1 and 2 electrons respectively to complete their valence shell. Hence, a covalent bond is formed between two hydrogen atoms and the oxygen atom.
