The cost of medicine including 4 $\%$ VAT = Rs. 36.40
The price of medicine before 4 $\%$ VAT [$\therefore$ selling price = cost price + VAT ]
$=36.40-\frac{4}{100}\times 36.40=36.40-4\times 0.364=36.40-1.456=Rs.34.944\approx Rs.35$
