Let Meet’s salary be Rs x.

Given that,

$10\%ofx=4000$

$\frac{10}{100}\times x=4000$

$\frac{x}{10}=4000$

$x=4000\times 10=Rs.40000$

Therefore, Meet’s salary is Rs 40000.

Her net spending = Salary - savings = 40000 - 4000 = Rs 36000

Now in order to buy a bike Meet starts saving $30\%$ of her salary.
Her salary is Rs 40000.
The total amount she starts saving monthly = $\frac{30}{100}\times 40000$ = $Rs12000$
Her net saving monthly is Rs 12000.
