PBr3 converts primary or secondary alcohol to alkyl halide. Mg and dryether forms Grignard reagent R-Mg-X , which on reaction with epoxide like ethylene oxide (CH2CH2O) forms RCH2CH2OMgBr and then in presence of acid gives alcohol.
