If 42 flowers are arranged in rows such that each row has equal number of flowers, then the number of rows and number of flowers both should be factors of 42.

Factors of 42: 1, 2, 3, 6, 7, 14, 21, and 42.

So Radha could have arranged the flowes in 7 rows.
7 × 6 = 42.

So she could have arranged 42 flowers in 7 rows with each row having 6 flowers.

Note: Numbers in all other options are not factors of 42.
