Solution

Velocity of wind will be added to velocity of rain
Velocity of rain Vr=4(^j) m/s
Velocity of wind Vw=3(^i) m/s
Net velocity V=Vr+Vw
=3^i+(4^j)
angle from vertical will be θ=tan13|4|=37o.
37o from vertical towards south
