Solution

when raining, a large number of drops are coming from cloud. When rain drops are moving ,sunlight is falling on it and undergo dispersion .Thus a large number drops of water undergoes dispersion and the light coming after dispersion forms the rainbow. Even though drops are moving fastly, the drops coming behind them act just like them also. So due to this , we can see rainbow more time.
