$70n+98+86\le 2700$
(where $n$ is the number of persons other than VIPs)
$\Rightarrow 70n+98+86\le 2700$
$\Rightarrow 70n\le 2516$
$\Rightarrow n\le 35.94$
Since, weight can't exceed $2700$ kg and $n\in W$
$\Rightarrow n=35$
Total persons are $n+2=37$
