Solution

The best way to remove the Horlicks clumps is through filtration. Filtration is a method that can be used to separate a solid-liquid mixture wherein the solid particles are undissolved in the liquid.
The undissolved solid particles are separated using a filter. A filter has minute pores that trap the solid particles and let the liquid flow down.
The solid particles trapped in the filter are called the residue. The liquid collected after filtration is called the filtrate.
While filtering the Horlicks solution, the dissolved particles of Horlicks go through the filter paper along with milk, and the undissolved portion remains on the filter paper, getting us exactly what we need.
