This is an ester hydrolysis reaction. Here glycerol acetate is hydrolysed to glycerol and acetate.
Ester hydrolysis can be done in acidic or basic medium.
In acidic medium the reaction reaches an equlibrium and will not go to completion and unable to form glycerol and an acid.
With a hydroxide hydrolysis it goes to completion giving a salt of the acid and glycerol.
