By arranging the digits in the descending order, we will get the largest number.
The largest number is 7,53,21,000.

By arranging the digits in the ascending order, we will get the smallest number.
However, if zeros are placed in the beginning of a number, it loses is significance.
Hence, the smallest number is 1,00,02,357.

Difference in the place values of 2
=200002000=18000

So, option D is correct.
