1. A body is in rest or motion totally depends on the observer's frame of reference.
2. If we are sitting in our house we are at rest with respect to the house, however we are also on earth which is rotating at a speed of roughly $1000miles/hr$ thus, for any point of reference in space, we are in constant rotatory motion.
