Rita can see herself when she stands in front of a mirror ,

reason is due to reflection.

The most common example of the reflection of light in real life is the reflection of light off the shiny surface of a mirror. When a ray of light strikes a plane mirror, the light ray reflects off the mirror. Reflection involves a change in direction of the light ray. And when these reflected rays finally reaches our eye we see ourself on image.

While bulletin board usually uses transparent materials , which allows light to pass through them.

Hence chance of scattering/reflection is also low. Thats why Rita can't see herself when she looks at a bulletin board
