Reflex actions are instinctual behaviours that are not under our consious control. For example, when we accidentally touch a hot pan, we suddenly remove our hand from it even without thinking.
Spinning of web by spiders is not a reflex action as it is not in response to a stimulus. Reflex is always with response to a stimulus but instinct is not.
As spiders do not learn how to spin a web, it is an instinctual behaviour.
