Polar satellites revolve from one pole to another pole so they can't be geostationary because to be geostationary a satellite need to be always above to same point on earth from it is projected and for this they should have same period as of earth i.e. 24 Hours so they are also called geosynchronous.

It can be used for navigational purpose like military spying and taking photos for weather related works.
using it for communication is not good.
