Zinc has the electronic structure [Ar]3d104s2. The zinc ion has full d orbital and doesn't meet the definition of transition element .Transition metals are those which have at least one oxidation state leading to an incomplete ‘d’ orbital. While Sc has incomplete "d" orbital as its electronic configuration is [Ar]3d14s2.
