Solution

Dear student
Scouring means the removal of impurities . Scouring of Cotton balls is not done, because the cotton balls dont contain so many impurities. It is the cotton cellulose which undergoes the process of scouring before the fabric is made to clean the impurities present.
In case of wool, the fleece which is the hair of the goat contains many types of microbes, dust particles, grease and even decayed organisms , insects sticking to the surface. So such kind of hairs cannot be used to make wool. Hence Scouring is a prime requisite in the process of wool making.
