Solution

The correct option is D Pericycle cells against protoxylem
Lateral roots or secondary roots originate from a tissue layer called as the pericycle. The pericycle is located between the stele and the endodermis. The process of lateral root initiation commences when a group of pericycle cells undergoes a set of synchronized divisions giving rise to a lateral root primordium that develops, growing through the endodermis and cortex before emerging from epidermis of the primary root. So, secondary root arise from pericycle cells against protoxylem and not from epiblema of phellogen, endodermal cells and cortical cells.
