Intermolecular force of attraction order:
Solids > Liquids > Gases
Gases can be liquefied when the inter-molecular attraction between particles increases. At low temperatures, the particles have less kinetic energy to overcome the forces of intermolecular attraction and hence exist in liquid state. At high pressure, the formation of intermolecular attraction is more favourable. Therefore, at high pressure and low temperature gases can be liquified.
