With increasing consumption of groundwater and the narrowing of rivers due to loss of water, water scarcity has become a very tangible problem in Tamil Nadu and many other states in India. In order to combat this problem, Tamil Nadu made rooftop rainwater harvesting compulsory becomming the first state in India to do so. Legal provisions have also been put in place in order to punish the defaulters.
