The correct option is C $C_{1} - N$ and $C_{5} - N$ bonds length are same but longer than $C_{3} - N$ bond length
'Br' will cause SIR on $^{'} N O_{2}^{'}$ groups ortho it. So, $N O_{2}$ groups at C-1 and C-5 are out of resonance and hence no partial double bond character in $C_{1} - N$ and $C_{5} - N$ . Hence $C_{1} - N$ and $C_{5} - N$ bond lengths are same and longer than $C_{3} - N$ .
