The ratio of kinetic energies before & after collision is

KEfKEi=12(m1+m2)[m1m1+m2v1]212m1v21=m1m1+m2

The fraction of kinetic energy lost is
KEiKEfKEi=[1m1m1+m2]KEiKEi=m2m1+m2
Hence energy always loss in inelastic collision.
