$= 3 + 9 \div 3$ of $3 \times 3$
$= 3 + 3$ of $3 \times 3$
$= 3 + (3$ of $3) \times 3$
$= 3 + 9 \times 3$
$= 3 + (9 \times 3)$
$= 3 + 27 = 30$
