That is actually time for one collision only. Actually when the gases are placed in a container due to their random motion and kinetic energy they will collide with their adjacent particles. The time between two successive collisions is taken because we can not know from the beginning that at what point the first collision took place and due to that first collision only the particles are colliding with each other continuously. So we have to take the time between two successive collision which is very much easy for one two calculate and which is same as the time taken by the particle for the first collision from the rest and also equal to the time taken by the particle between first and second collision and so on.
