Smaller birds can fly for longer duration and longer distances by using a technique of bounding. Smaller birds can also hover for longer duration. Larger birds can hover for shorter periods of time. More energy is consumed by larger birds for flying longer distances but smaller birds can fly longer distances by bounding and can save energy for flight. Therefore smaller birds can fly for longer than eagles.
