Given,
Speed of snow falling, Vs=8.0 m/s
Speed of car, Vc=83 m/s

Let us assume, Vn= velocity of snowflakes as seen by driver, makes θ angle with vertical.

From figure,
tan θ=|Vc||Vs|
tan θ=838.0
tan θ=3
θ=60
So, snowflakes make an angle of 60 with vertical as seen by the driver of car.
