$\Rightarrow \frac{(9^{3})^{2}}{(3^{6})^{2}} = \frac{((3^{2})^{3})^{2}}{(3^{6})^{2}} = 3^{2 \times 3 \times 2 - 6 \times 2}$

$= 3^{12 - 12} = 3^{0} = 1$ .
