Dear Student,

The process of removing shoot tips of plants is know as Decapitation.
This is done because it leads to activation of axillary buds. This occurs due to increase in Cytokinin .(CK)
CK are a class of plant growth hormones that promotes cell growth and division in shoots, roots and tips of the plant.

This is done to prevent the over leading of apical buds to inhibit growth of lateral buds (to prevent apical dominance), So that plant grows in well developed form. It is used in tea plantation and hedge making because they need to grow at small heights.
