Yes, if people who are not literate or who are not paying taxes, then it is a form of discrimination. The right to vote is related to citizenship and has got nothing do with literacy or paying taxes. The constitution has given the right to vote to every citizen of India. This is because the government has to represent all citizens, and not just those who are literate and pay taxes.
