The correct option is B. Decreases
As per Le Chatelier's principle, an increase in pressure or decrease in volume will increase the formation of the product. At constant pressure, the addition of inert gas increases the volume, so decreases the product formation.
In the vapour phase, the water molecules will occupy more volume than in the liquid phase. If we add inert gas so pressure will increase on constant volume so to maintain the constant pressure we need to reduce the no of vapour phase water molecules.

H2O(l)H2O(g)

therefore, On the addition of inert gas at constant pressure shift the physical equilibrium towards a lower volume. i.e towards H2O(l)
