Solution

In first condition:
CP of 11 toffees =Rs. 10
Thus, the CP of 1 toffee =Rs. 1011
In second condition:
CP of 9 toffees =Rs.10
CP of 1 toffees =Rs.109
Total CP for both toffees=Rs. 1011+109

=90+11099

=Rs. 20099

CP of 1 toffee =20099×2=10099

Given SP of 1 toffee =Rs. 1

Since CP>SP

So, loss amount=CPSP

=100991

=1009999

=Rs. 199

Thus, the loss percent=lossCP×100

=19910099×100%

=199×99100×100%

=1%
