Way back in the 1880s, the British passed a Salt Act which prohibited Indians from collecting or selling salt. Then came the Simon Commission, which was made to study constitutional reforms and make recommendations to the government. The Nehru Report was drafted a little later on in the year 1928. The Civil Disobedience Movement and the Salt March followed in 1930.
